Samuel Gordon currently serves as the Director of Planning and Zoning for the Town of DeWitt, a suburban community (pop. approx. 25,000) located at the eastern edge of the City of Syracuse in Central New York State. As Director of Planning and Zoning, Sam is responsible for the management of the development process within the Town (i.e. Planning Board and Zoning Board), as well as implementation of the Town's Comprehensive Plan, and coordination of the Town Sustainability initiatives. Sam has over 15 years of experience in coordinating community participation and engagement to develop practical approaches for improving community livability. Sam has managed and/or provided consulting expertise on a variety of projects from greenway planning, energy conservation and renewable energy deployment, to neighborhood revitalization. Sam received a Fellowship in 2005 to work with the Center for Environmental Studies in Vitoria-Gasteiz, Spain, which was selected as the European Green Capital for 2012. He has Master's degrees in Landscape Architecture and Environmental and Community Land Use Planning from the SUNY College of Environmental Science and Forestry in Syracuse, NY. Department manager for Planning and Zoning functions for the Town inclusive of Code Enforcement with a budget of approximately $460,000. Supervisor for four full-time and two part time staff. Responsible for coordinating site plan review, Town code revisions, grant writing, GIS mapping, project development and administration. Developed Moving DeWitt initiative to create a pedestrian/bicycle plan for the Town. Successfully wrote a grant to the NYS Department of State to obtain $124,000 in funding for the development of a Local Waterfront Revitalization Plan for Erie Canal related infrastructure within the Town. Obtained funding to assist with the development of a Master Plan for the Hamlet of Jamesville.

I served as a coordinator for the Energy Program for the Central New York Regional Planning and Development Board, a public agency that serves the five-county region including Onondaga, Oswego, Madison, Cortland and Cayuga Counties. I administered a municipal technical assistance program to improve municipal energy efficiency within Central New York. As a coordinator for NYSERDA's Energy Smart Communities Program in Central New York, I directed outreach efforts to educate homeowners, businesses, and non-profit organizations about the benefits of energy efficiency and renewable energy technologies. I also help customers access NYSERDA's financial incentives and technical assistance available through its residential and agricultural programs. I participated in a work exchange program at Dai Bosatsu Zendo in the Catskill Mountains from May through August of 2003. In the spring and fall of each year, the monastery conducts a three-month training period called kessei. This tradition dates back to the time of Shakyamuni Buddha. The training utilizes the discipline of structured daily zazen (meditation), chanting services, work practice, and formal meals, with the support and guidance of fellow students and the Abbot. The monastery holds three seven-day sesshins during each kessei training period. Work practice ranges from splitting wood and landscaping to serving guests and zendo (meditation hall) cleaning. Students have private rooms and there is one rest day each week for personal study.

Sam is a Senior Planner in the Energy Program for the Central New York Regional Planning and Development Board, a public agency that serves the five-county Central New York region including Onondaga, Oswego, Madison, Cortland and Cayuga Counties. Sam coordinates the Central New York Climate Change Innovation Program (C2IP), funded through the US EPA Climate Showcase Communities Program. Through C2IP municipalities are conducting greenhouse gas emissions inventories, preparing climate action plans, as well as developing and implementing clean energy demonstration projects. Sam co-developed and coordinates the Central New York Energy Challenge Team initiative, a behavior change program working with homeowners to encourage the adoption of conservation, efficiency, and renewable energy upgrades. The Challenge utilizes a cooperative team-based approach to encouraging households to take action to reducing their energy consumption. Sam is a regional coordinator for NYSERDA's EDGE Program in Central New York, where he directs outreach efforts to educate homeowners, businesses, and non-profit organizations about the benefits of energy efficiency and renewable energy technologies. Sam also helps customers access NYSERDA's financial incentives and technical assistance available through its residential, commercial, renewable energy, and agricultural programs.
